The PCEDC team members are dedicated to economic development, working together to manage the vast day-to-day tasks of effectively and efficiently running our organization. The team members bring a wealth of excellent economic development and marketing experience to their work. All share a deep commitment to Platte County and a strong desire to help it succeed and grow.

Matt Tapp, AICP
Executive Director

Matt Tapp became Executive Director for the Platte County Economic Development Council on October 1, 2019. Prior to this he was the Economic Development Director for the City of Raymore, where he:

  • Led, managed and coordinated all aspects of the economic development function
  • Secured a total investment of $110+ million and brought more than 165 jobs to the community
  • Cultivated and obtained interest in new projects equaling $355+ million in investment and 2,000+ in jobs
  • Conducted 52+ business retention and expansion interviews with existing businesses
  • Generated 220+ leads with developers and business, and responded to various Requests for Information

Matt also served as the Director of Planning and Zoning for Clay County, Missouri where he ensured the department ran at the utmost level of efficiency and effectiveness.

Abigail Brightwell-Gray
Business & Member Outreach Manager


Abigail (Abbey) Brightwell-Gray joins Platte County EDC as the Business & Member Outreach Manager. In this role, she will engage with the Platte County community and work with existing business development services. Additionally, Abigail oversees workforce development, initiatives, and programs for the continued growth within Platte County. Abigail recently obtained a Master’s degree in Art History from UMKC in May 2020 with an emphasis in the Irish Revival. Previously, Abigail interned at the Kansas City Area Development Council as a Research Assistant from 2019-2020 where she was highly regarded for her talented research abilities and her engaging nature with area leaders and prospective clients. She joined Platte County EDC in November 2020 and is excited to lend her business development talents to the PCEDC team.

Allison Schultz
Marketing & PR Manager


Allison Schultz joins Platte County ED as the Marketing & PR Manager. In this role, she is responsible for all marketing and business attraction project services. Additionally, she leads all social media, communication, and graphic design initiatives. Before joining PCEDC, Allison worked as the Business Development/Marketing Officer for Greater KC Public Safety Credit Union where she was responsible for marketing and business development initiatives within the KC public safety communities. A graduate of Wichita State University with a Bachelor of Arts in Communication, Allison is currently pursuing a Master’s degree in Mass Communications from Kansas State University. Allison joined Platte County EDC in April 2021 and is looking forward lending her marketing and communications talents to this team.
